Federal Care Act and American Rescue Plan Allocations
The Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program authorized by the American Rescue Plan Act, delivering $350 billion to state, territorial, local, and Tribal governments across the country to support their response to and recovery from the COVID-19 public health emergency.
The Elementary and Secondary School Emergency Relief (ESSER) Fund was established to assist schools in navigating the COVID-19 crisis response. The amount of funding was based off of Title I school districts. Because ZCS is no longer a Title I school district and is the lowest funded district in the state based off of the “complexity” funding formula and a low free-and-reduced-lunch percentage, ZCS was initially locked out of this funding. Dr. Robison persisted in calling out the complete lack of funding via ESSER, receiving help from some local legislators in the process to ultimately receive ESSER dollars.
